Quick Summary
The Department of the Navy / Marine Corps Systems Command (PM CSS) is conducting market research via a Sources Sought Notice / Request for Information (RFI) for the Ultra-Lightweight Camouflage Netting System Increment 1 (ULCANS INC 1). This RFI seeks to identify industry capabilities to manufacture eight variants of a next-generation camouflage screen system with support apparatus. Responses are due March 17, 2026.
Purpose & Scope
PM CSS, located in Quantico, Virginia, is conducting market research to assess industry interest, capabilities, and qualifications for ULCANS INC 1. The government is interested in firms capable of developing and producing advanced multispectral camouflage netting systems. This is for information and planning purposes only and is not a solicitation for proposals.
Key Capabilities Sought
The government is seeking information on industry's capabilities in:
- Research and Development (R&D) & Technical Capability: Expertise in optimized signature management across multiple spectral ranges (UV, Vis, NIR, SWIR/MWIR/LWIR, TIR, Radar), background matching, Camouflage, Concealment, Deception (CC&D), and multispectral performance.
- Production & Manufacturing Capacity: Current and projected capacity, including the ability to surge production up to 10,000 units per month.
- On-Demand, Battlefield-Specific Camouflage: Approaches to developing tailored multispectral camouflage solutions for specific locations on short notice.
Specific system requirements for the camouflage screens include multispectral concealment, modularity, radar-scattering or transparent options, 3-7 colors, and potential for reversible patterns, all within specified weight and cube limitations. The support system must not degrade screen effectiveness, be non-metallic if possible, and withstand wind gusts up to 46 mph, also with weight and cube limitations.
