Statement of Work (SOW) / Performance Work Statement (PWS)

To provide engineering services to support and manage Ultrasonic Testing (UT) activities and the preparation of a UT inspection report for the Graving Dock Caisson at Naval Base, San Diego, CA.

• Perform ultrasonic testing on the plating of the entire hull, top deck, machinery deck, internal strength decks, bulkheads, and buoyancy chambers.

• Measurements will be taken on an 8'-0" on-center (o.c.) grid for hull plating and on a 6'-0" o.c. spacing for ballast tank and machinery deck internal structural members.

• Testing will also be performed on ballast tank and machinery deck internal structural members, including plate stiffeners, truss frame members, and closure gate plate stiffeners.

• Prepare a UT inspection report documenting test locations, measured thicknesses, and estimated percentage of material loss relative to baseline thickness.

• Perform all Architect-Engineer (A-E) Services required under the contract.

• The contractor shall coordinate with subconsultants to perform ultrasonic testing.

• The contractor shall not remove or disturb the intact coating system of paint on the Caisson.

• Readings will be taken through paint.

• The Caisson contains coated steel plating.

• Portions of deck plating are covered with a non-skid coating, requiring readings from the underside and potential scaffolding.

• Three ballast tanks (Main Ballast Tank, Trim Tank C, and Trim Tank D) will need to be dewatered one at a time. SWRMC will need 24 hours to fill any empty tank and dewater the next tank for surveying.

• These areas are considered confined spaces, requiring appropriate measures for entry and potential fall protection.

• A Safety Plan/Accident Prevention Plan (APP) must be prepared and submitted for approval prior to each field investigation.

• An "A-E Site Visit Request" must be prepared and submitted for approval prior to each field investigation.

• NBSD Defense Biometric Identification System (DBIDS) procurement is required for entry.
