Scope of UAS Services

NOAA requires UAS services to support missions across various focus areas, including:

  • Living Marine Resource Surveys and Research
  • Meteorological and Oceanographic Observations
  • Ocean Exploration and Characterization
  • Land, Cryospheric, and Hydrographic Mapping
  • Other Congressional Priority Areas

Response Requirements

Interested vendors must submit a Statement of Capabilities (maximum 20 pages) detailing:

  1. Company Profile: Name, address, UEI, NAICS code and size, GSA Schedules/SINs, SBA status, and POC information.
  2. General UAS Platform Information: Types of UAS platforms owned and their endurance.
  3. Capability Demonstration: Summaries of capabilities in atmospheric data services, remote sensing, visual data & scientific observation, extreme environments, and data processing & analytics.
  4. Compliance & Regulations: Experience with FAA 14 CFR Part 107, including waivers/authorizations obtained.
  5. Operational Capabilities: Handling real-time mission adaptations and cleared environments/altitudes for UAS fleet operation.
  6. BVLOS & Safety: Specific Detect and Avoid (DAA) technologies or alternative mitigation measures for Beyond Visual Line of Sight (BVLOS) operations.
  7. Administrative Responsibility: Process for securing spectrum frequency approvals and airspace authorizations, and any standing FAA waivers.
