Scope of UAS Services
NOAA requires UAS services to support missions across various focus areas, including:
- Living Marine Resource Surveys and Research

- Land, Cryospheric, and Hydrographic Mapping
- Other Congressional Priority Areas
Response Requirements
Interested vendors must submit a Statement of Capabilities (maximum 20 pages) detailing:
- Company Profile: Name, address, UEI, NAICS code and size, GSA Schedules/SINs, SBA status, and POC information.
- General UAS Platform Information: Types of UAS platforms owned and their endurance.
- Capability Demonstration: Summaries of capabilities in atmospheric data services, remote sensing, visual data & scientific observation, extreme environments, and data processing & analytics.
- Compliance & Regulations: Experience with FAA 14 CFR Part 107, including waivers/authorizations obtained.
- Operational Capabilities: Handling real-time mission adaptations and cleared environments/altitudes for UAS fleet operation.
- BVLOS & Safety: Specific Detect and Avoid (DAA) technologies or alternative mitigation measures for Beyond Visual Line of Sight (BVLOS) operations.
- Administrative Responsibility: Process for securing spectrum frequency approvals and airspace authorizations, and any standing FAA waivers.
