Scope of Work
The contractor will provide all necessary services for annual and triennial inspections and testing. Key tasks include:
- Annual Inspections (CY 2026-2030): Conduct operability checks of leak detection equipment, including interstitial sensors, automatic tank gauges, and spill bucket visual gauges.
- Triennial Testing (CY 2027 and 2030): Perform testing of overfill prevention equipment, spill buckets, and sumps. All testing and documentation must adhere to 9 Virginia Administrative Code (VAC) 25-580-82 and be recorded on Virginia DEQ specific UST testing forms.
Period & Place of Performance
The contract will consist of a one (1) year base period and four (4), one-year option periods. Services will be performed at the Defense Supply Center Richmond (DSCR), 6090 Strathmore Rd, Richmond, VA 23297, during standard operating hours (Monday-Friday, 0800-1630).
Key Requirements & Deliverables
Contractors must comply with all federal, state, and local environmental, safety, and health regulations, including specific DLA and DSCR installation security and access requirements.
- Personnel: Require background checks for installation access and must provide proof of US citizenship or lawful permanent residence.
- Laboratories: Any laboratories performing sample analysis must be certified by the Virginia Division of Consolidated Laboratory Services under the Virginia Environmental Laboratory Accreditation Program.
- Safety: A site-specific Occupational Safety and Health Plan (OSHP) is required for approval prior to commencing work.
- Environmental: Compliance with all applicable environmental laws and regulations is mandatory, including specific FAR provisions. A site-specific Spill Response Plan is required if managing hazardous waste.
- Reporting: Testing results must be provided to the Government POC within ten (10) business days. Any testing failures must be reported immediately (within 2 hours). Noncompliance with environmental regulations must also be reported immediately.
- Deliverables: Key deliverables include the site-specific OSHP and all final testing reports. Invoices are to be submitted monthly via Wide Area Work Flow (WAWF).
