Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing non-personal services for Base Operation and Support Services at Fort Stewart and Hunter Army Airfield, Georgia. The primary objective is for the Contractor to accurately identify all underground utilities for the Directorate of Public Works (DPW) and ensure all work meets established maintenance and repair standards, as well as all applicable Federal, State, and local laws and regulations.

The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision necessary for the services defined in this PWS. This includes providing all parts required for Preventive Maintenance (PMs) and Demand Maintenance (DMs). Key areas of work include:

• General Services: Including transition, place of performance, and hours of operation.
• Work Management: Handling Demand Maintenance Orders (DMOs), Preventive Maintenance Orders (PMOs), and Operations Work Orders (OWOs).
• Contract Administration and Management: Including invoicing, post-award conferences, and performance evaluation meetings.
• Security: Compliance with installation, facility, and local security policies, including personal identity verification and anti-terrorism training.
• Safety: Safeguarding Government and Contractor property and ensuring the safety and well-being of personnel.
• Environmental Requirements: Compliance with all Federal, State, local, and installation environmental laws, rules, and plans, including hazardous waste management and recycling.
• Contingency Plans: Establishing and maintaining plans for mobilization, disaster, and labor disputes.

Performance will be evaluated based on the Government's Quality Assurance Surveillance Plan (QASP). The Performance Requirements Summary (PRS) defines specific criteria, frequency of surveillance, and items to be inspected. Key performance objectives include:

• Locating utilities encased in metal piping, secondary electrical service, low-voltage wiring, and non-metallic piping with specified accuracy levels (e.g., 99% for piping >3 inches in diameter, 97% for piping <3 inches but >1.5 inches, and 95% for piping <1 inch).

• Developing and maintaining an approved Quality Control Plan.

• Place of Performance: The entire area occupied by Fort Stewart and Hunter Army Airfield, Georgia.

• Hours of Operation: Monday through Friday, 0700 to 1600, excluding Federal holidays or Government facility closures. A DPW Work Reception will be operated 24/7 for emergency response.

• Non-Personal Services: The contract is for non-personal services, meaning the Government will not exercise supervision or control over the Contractor's personnel.

• Key Personnel: The Contractor must provide a Project Manager with specific experience in utility locating and Underground Radar Systems.

• Training: Employees must complete Anti-Terrorism (AT) Level I training, iWATCH training, and Operational Security (OPSEC) Awareness training.

• Reporting: Requirements include submitting a System for Award Management (SAM) Service Contract Report (SCR) and Material Safety Data Sheets (MSDS).

• Environmental Compliance: Strict adherence to environmental laws, hazardous waste management, and recycling programs is required.

This document is a Sources Sought Notice, issued solely for information and planning purposes. The U.S. Government is seeking to identify potential small business sources for the proper identification of all underground utilities for the Directorate of Public Works. This notice does not constitute a Request for Quote (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP), nor does it commit the Government to a future contract award. The anticipated NAICS code is 561990, All Other Support Services, with a small business size standard of $16.5 million.

Respondents are requested to provide the following:

• Firm's contact information, DUNS number, CAGE code, and small business status (including type and certifications).

• Interest in competing as a prime contractor and any subcontracting/teaming plans.

• Detailed information on previous experience with similar requirements (size, scope, complexity, timeframe, government or commercial).

• Information to determine if the requirement is commercially available, including pricing, basis for pricing, delivery schedules, terms, and warranties.

• Suggestions on how to structure contract requirements to facilitate small business competition.

• Identification of any conditions or actions that may unnecessarily restrict competition.

• Recommendations to improve the approach, specifications, or draft Performance Work Statement (PWS).

• The requirement is for the proper identification of all Underground Utilities for the Directorate of Public Works.
