Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Defense Information Systems Agency (DISA), through its Emerging Technology (EM) Directorate and DITCO PS61, is conducting a Request for Information (RFI) to gather industry input for updating the Department of Defense (DoD) Unified Capabilities Requirements (UCR) 2013. This effort aims to align UCR with current and emerging technologies, system integration, and interoperability. Responses are due February 26, 2026.
Purpose & Scope
DISA seeks industry perspectives on whether existing DoD processes, policies, and infrastructure align with industry practices and technical advancements since the establishment of the DoDIN Approved Products List (APL), DoDI 8100.04, and UCR 2013. Key areas of interest include:
- Requirement Modernization: Identifying unclear, duplicative, or misaligned UCR requirements.
- Emerging Technologies: Considerations for cloud-native architectures, Zero Trust, automation, AI/ML, edge computing, software-defined networking, and advanced mobility.
- Interoperability and Integration: Observations on interoperability across DoD Components, Joint and Coalition partners, and mission environments.
- Scalability and Resiliency: Input on scalability, resiliency, availability, and performance.
- Cybersecurity Alignment: Alignment with DoD cybersecurity policies and frameworks.
- Implementation Considerations: Lessons learned, risks, or constraints associated with implementing UCR-aligned capabilities.
Submission Requirements
Respondents must use the Government-provided Excel template (UCR RFI Response Template.xlsx) for submissions. The template includes tabs for respondent information, functional area ranking, gaps/risks/observations, and proposed future UCR structure. Information should be high-level, non-proprietary, and capability-based, avoiding detailed technical solutions, cost data, or vendor-specific products. Responses will inform UCR modernization planning.
