Sources Sought Notice

This notice is issued by the Department of Housing and Urban Development (HUD) for market research purposes to identify parties interested in and capable of providing services for the Unified Grants Systems - Recipient Analytics Platform (HUGS-RAP). The goal is to gather information to help determine the procurement method for this requirement.

The contractor will be expected to provide software capable of analyzing structured and unstructured grants data and offer software support to HUD. This includes replicating and exceeding the results of a recent pilot program focused on automated grants payments compliance monitoring. Key tasks include:

• The government is requesting a rough order of magnitude for the project's dollar value.

• Place of Performance: Contractor's facility.

• This is not a request for proposals. Submission of capability information is voluntary.

• Interested parties should submit a tailored capability statement addressing their organization's capacity, size, ownership type, and any anticipated subcontracting or teaming arrangements.

• Responses are due by Tuesday, March 24, 2026, at 2:00 pm ET.

• Telephone inquiries will not be accepted.

• Based on market research, the requirement may be set-aside for small businesses or procured through full and open competition.

• Multiple awards may be made.

• The government will evaluate market information to assess potential market capacity, corporate resources, project management capabilities, and ability to provide services under a performance-based acquisition contract.

• The attached Draft Performance Work Statement contains further details on specific tasks, performance metrics, and reporting requirements.

Statement of Work (SOW) / Performance Work Statement (PWS)

To deploy and configure an AI-powered Grant Intelligence platform to modernize and enhance HUD grant management and oversight, providing comprehensive insights, fraud detection, and compliance automation. This initiative aims to operationalize and scale validated outcomes from a previous pilot.

The contractor will provide software capable of analyzing structured and unstructured grants data and software support to HUD. Key tasks include:

• Platform Deployment & Integration for Disaster Recovery Programs.

• Key Capabilities Configuration for Disaster Recovery Programs.

• User Support & Continuous Improvement for all Grant Programs.

• Optional tasks to extend deployment, integration, capabilities, and configurations to other grant programs.

• Period of Performance: Base period of 12 months with three 12-month option periods.

• Place of Performance: Work to be performed remotely.

• Facilities: Will not be provided.

• Equipment: Government will provide laptop and/or Virtual Desktop Infrastructure (VDI) if needed.

• Materials and Information: Provided via HUD.gov email and SharePoint, including financial interface documents, policy documents, organizational charts, and financial system schematics. Copies provided within 15 days of award.

The contractor shall furnish all facilities, equipment, and supplies not provided by the government.

• Pilot Replication Plan: Describe the approach for reproducing pilot outcomes.
• Platform Deployment & Integration for Disaster Recovery Programs: Deploy software in a FedRAMP accredited cloud environment.
• Key Capabilities & Configuration for Disaster Recovery Grant Programs: Implement AI-powered analysis, amendment/clause management, data extraction/matching, vendor data analysis, and FWA detection.
• Extend Deployment & Integration – Other Grant Programs (Optional Task): Extend the platform to support all six HUD grant-making program offices.
• Extend Capabilities and Configurations – Other Grant Programs (Optional Task): Extend capabilities to include all other grant programs.
• User Support & Continuous Improvement: Provide engineers for configuration, feedback, and support to HUD personnel.

Deliverables include various plans, configurations, and systems, with specific submission timelines outlined in the Performance Requirements Summary.

Performance standards are detailed in the Performance Requirements Summary (PRS) and include requirements for timely delivery of draft and final plans/systems with an Acceptable Quality Level (AQL) of zero deviation. Failure to meet AQL may result in unfavorable comments on past performance and breach remedies.
