This solicitation is for a firm-fixed-price, Indefinite Delivery Indefinite Quantity (IDIQ) contract for uniform rental, repair, and laundering services for the Wilkes-Barre VA Medical Center (WBVAMC). The services will support the Environmental Management Services (EVS), Nutrition and Food Services (NFS), Supply Chain Management (SCM), and Facilities Management Services (FMS) departments.

• Uniform Rental, Repair, and Laundering: The contractor will provide and maintain uniforms for employees across specified service lines.

• Sizing and Fitting: Contractor must measure and size employees within two weeks of award, considering shrinking factors. Examples of uniform styles must be provided for fitting.

• Size Adjustments: Free of charge size adjustments or new uniform provision for employees whose size changes.

• Special Sizes: No additional charge for extra-large, long, petite, or short sizes.

• Patches and Logos: Contractor must provide and attach approved VA-Specific Service Line patches and American flag patches at no additional cost. All artwork requires pre-approval.

• Storage: Lockers for uniform storage will be provided for FMS service line employees.

• Soiled Uniforms: Contractor will supply bins for soiled uniforms and pick up soiled uniforms twice weekly.

• Uniform Condition: Uniforms must be new and maintained in acceptable condition throughout the contract. Unacceptable uniforms will not be invoiced until replaced or repaired.

• Repairs: Uniforms requiring repair will be returned within one week or replaced at no cost. Repairing with patches is not acceptable.

• Uniform Life: Average uniform life is approximately two years; uniforms must be replaced at no cost if condition deteriorates.

• New Orders/Change Orders: Requests for new uniforms, size changes, or replacements must be filled within two weeks of notification.

• Sizing Kits/Samples: Contractor must provide sizing kits/samples for all available sizes and fabric specifications.

• Delivery: Clean, laundered uniforms delivered twice per week, Monday-Friday, 7:00 AM - 3:00 PM ET (excluding Federal Holidays).

• Contract Type: Firm-fixed-price, IDIQ.

• Period of Performance: July 20, 2026, through July 19, 2031 (5 years).

• Minimum Value: Year 1 (First Task Order) is TBD.

• Maximum Value: TBD.
