This document is a Sources Sought Announcement intended to gather information for a future services procurement. It is explicitly stated that this is NOT a solicitation, request for quotes, or proposals. The government is seeking responses to help determine the most appropriate procurement process.

This announcement requests specific information from potential vendors to gauge market capabilities and interest. Key information requested includes:

• Contact Information: POC Name, Company Name, Phone, Company Website, UEI #, CAGE Code.
• NAICS Codes: Identification of appropriate NAICS codes for the requirement.
• Socio-Economic Categories: Applicable GSA Contract categories, specifically inquiring about SBA VetCert registration for SDVOSB or VOSB.
• Capability: Confirmation of the ability to perform all services in the Draft Requirements Document.
• Commerciality: Whether the service/product is offered commercially.
• Subcontracting: Estimated percentage of subcontracting required.
• Intent to Bid: Likelihood of submitting a quote/proposal if issued under a GSA Contract.
• Cost Estimate: A rough estimate for the total cost (base + 4 option years).
• Additional Comments: Input regarding the PWS.

Responses are due by 10 AM PT on Monday, April 20, 2026, and should be sent to Tamara.Feist-Hatfield@va.gov. The government is not obligated to pay for response costs and this notice does not commit them to issuing a solicitation or awarding a contract.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide preventative maintenance (PM) and 24x7 emergency repair services for Government-owned APC UPS and InRow cooling units at the Department of Veterans Affairs, 444 W. Fort Street, Boise, ID, 83702.

• Perform on-site repairs, semi-annual maintenance, and emergency repair services.

• Services include inspections, certifications, and repairs for specified APC UPS and Schneider InRow cooling units.

• All parts (excluding batteries), labor, materials, and other costs for inspections and certifications are included.

• Services must be performed per manufacturer specifications and industry standards.

• Semi-annual maintenance includes comprehensive inspection of Network AIR Precision Computer Room Air Conditioning equipment.

• Specific tasks include environmental inspection, maintenance (e.g., checking voltages, replacing filters, lubricating bearings), and system condition documentation.

• Service reports are required with every inspection.

• Work must commence within 30 calendar days from the date of award.

• Government site work is limited to normal business hours (Monday-Friday, 8:00 a.m. to 4:30 p.m. Mountain Time, excluding Federal holidays), unless otherwise directed.

• Contractor must be an APC-certified service provider.

• Emergency repair visits must be scheduled no later than the next business day.

• Contractors must provide contact names and phone numbers for scheduling.

• Contractors must check-in with the Contracting Officer's Representative (COR) upon arrival.

• Scheduled visits cannot be canceled without COR's consent.

• All changes to the SOW must be authorized and approved in writing by the Contracting Officer (CO).

Statement of Work (SOW)

• Perform on-site repairs, semi-annual maintenance, and emergency repair services.

• Services include inspections, certifications, and repairs per manufacturer specifications and industry standards.

• Encompasses all parts (excluding batteries), labor, and materials.

• Work to commence within 30 calendar days from the date of award.

• Government site work is limited to normal business hours unless expressly directed by the Contracting Officer (CO).

Firm-Fixed-Price contract.

• Contractors must be APC-certified service providers.
• Submit an inspection sheet with bid; post-award, submit completed sheets with recommendations to the Contracting Officer's Representative (COR).
• Inspections must be scheduled with the COR during business hours (Mon-Fri, 8:00 a.m. - 4:30 p.m. Mountain Time).
• Scheduled visits cannot be canceled without COR's consent.
• Service reports are required with every inspection; lack of documentation will result in non-payment.
• Contractors must provide all operation supplies, consumables, and related furnishing materials or electrical repairs external to the equipment.
• Emergency repairs must be scheduled no later than the next business day and include all parts except batteries.

Semi-annual Maintenance:

• Comprehensive inspection of Network AIR Precision Computer Room Air Conditioning equipment.

• Includes replacing return air filters and humidifier cylinders.

• Environmental Inspection: Measure/record temperature/humidity, ensure cooling capacity, document noncompliance, recommend corrective action.

• Maintenance: Verify voltages, check chilled water supply temperature, replace drive belts, inspect refrigerant, verify condensate removal, replace return air filters, lubricate bearings, review alarms, confirm set-point adherence, inspect electrical connections, clean evaporator/condenser components.

• System Condition Documentation: Verify alarms, download logs, troubleshoot/repair defects, document actions and recommendations.

• All changes must be authorized and approved in writing by the CO. Unauthorized actions are at the contractor's cost.
