This is a combined synopsis/solicitation for commercial items, prepared in accordance with FAR Part 12. The government is procuring Unit Dolly (Super Carrier) Lease for USS BLUE RIDGE (LCC-19) services, including a certified operator. The services are required by the Ship Repair Facility and Japan Regional Maintenance Center (SRF-JRMC) at Yokosuka Naval Base, Japan, to support the removal of the ship's shaft and rudder.

• Provide one (1) Unit Dolly (Self-Propelled Modular Transporter) meeting specific technical requirements (200,000 lbs capacity, 48 ft x 10 ft x 5 ft dimensions, 360-degree movement, jacking capabilities).

• Provide a certified operator trained and qualified to maneuver the Unit Dolly, compliant with Japanese Industrial Safety and Health Law.

• The contractor must provide all necessary personnel, equipment, tools, materials, and supervision.

• The work involves supporting the removal of ship components: Stern Tube Shaft, Rudder Blade, Rudder Stock, and Propeller Shaft.

• Contract Type: Firm-Fixed Price.

• Period of Performance:

  • Base Period: September 1, 2026 - December 5, 2026 (69 days)
  • Option Period 1: December 6, 2026 - December 13, 2026 (5 days)
  • Option Period 2: December 14, 2026 - December 20, 2026 (5 days)
  • Option Period 3: December 21, 2026 - December 27, 2026 (5 days)

• Place of Performance: SRF-JRMC, Yokosuka Naval Base, Dry-dock #6.

• Quotations must be submitted on an "All or NONE" basis.

• All requests for clarification must be emailed by Friday, June 12, 2026, at 1400 hours Japan Standard Time (JST).

• Quote submission deadline: June 29, 2026, at 1000 hours JST.

• Offers received after the deadline will be considered non-responsive.

• Evaluation will be based on Technical (Unit Dolly Specs, Operator Capability), Past Performance, and Price.

• Proposals must be rated "Acceptable" under the Technical Factor to be considered for award.

• The NAICS code is 336611.

• This solicitation is intended only for sources duly authorized to operate and do business in Japan.

• Prime Contractors outside of Japan must submit documentation demonstrating compliance with DFARS 252.225-7042.

• Vendors must be registered in the System for Award Management (SAM) database to be eligible for award.

• Applicable clauses and provisions are in effect through FAC 2026-01 and DFARS Publication Notice 20251110.

• Payment will be made via Electronic Funds Transfer (EFT).

• Offerors are reminded of subcontracting requirements related to debarred, suspended, or proposed for debarment contractors (FAR 52.209-6).
