Performance Work Statement (PWS)

This PWS outlines the requirements for providing non-personal cleaning and sanitation services to support the Japan Annual Service Practice (ASP) Custodial Service Contract at Buildings 1008 and 1009, Ft. Bliss, Texas. The services are required to support Japanese Armed Forces during annual live-fire exercises.

• Annual Strip and Wax: All tile floors require stripping, sealing, and waxing annually during the month of June.

• Daily Custodial Services: Provided from July 1st through December 31st. This includes cleaning and sanitation of kitchens, dining areas, recreational and gaming areas, laundry rooms, gyms, community restrooms with showers, hallways, and stairwells.

• Specific Tasks: Includes trash removal (non-hazardous municipal solid waste), emptying recycling bins, indoor window cleaning, food service area cleaning, sweeping, mopping, buffing floors, dusting and scrubbing walls, and cleaning upholstered furniture.

• Cautionary Measures: Appropriate caution signs must be displayed when cleaning potentially hazardous surfaces.

• Quality Control Plan (QCP): Contractor must develop and maintain a QCP, submitted within 10 days of award, detailing monitoring procedures, staff qualifications, key control, inventory, and defect correction.

• Quality Assurance: Government will evaluate performance per the Quality Assurance Surveillance Plan (QASP).

• Reporting: Contractor must maintain a detailed log of restroom/locker room cleaning and submit it monthly. Weekly logs for general cleaning are also required.

• Period of Performance: One base year (June 1, 2026 – May 31, 2027), two 12-month option years, and a potential six-month extension.

• Place of Performance: Buildings 1008 and 1009, Ft. Bliss, Texas.

• Non-Personal Services: Personnel are not subject to government supervision.

• Security: Contractor personnel must comply with installation access and background check requirements. Escorts may be required. Specific training (AT Level I, OPSEC, iWATCH, PII, TARP) is mandatory for all personnel.

• Key Control: Strict procedures for managing issued keys and combinations are required.

• Environmental Compliance: Adherence to USAG Ft. Bliss environmental policies, including hazardous material handling and spill response, is mandatory.

• Uniforms: Contractor personnel must wear a standard uniform.

• Contractor Identification: Employees must be easily identifiable via badges and identify themselves clearly when interacting with others.

Sources Sought Notice

This notice is for informational and planning purposes to gauge industry interest in providing non-personal custodial services for Fort Bliss, Texas. The services include cleaning, sanitation, and annual waxing/stripping for buildings 1008 and 1009. The government is considering a small business set-aside if at least two qualified small businesses respond with sufficient information. This notice does not constitute a commitment to issue a solicitation.

Respondents are requested to provide the following:

1. Firm name, POC, contact info, DUNS, CAGE, small business status/certifications, and NAICS code.
2. Interest in competing as a prime contractor; identify subcontracting/teaming plans.
3. Detailed information on previous experience with similar requirements (prime or sub), certifications, and HAZMAT management capabilities (mobilization, base access, handling, storage, disposal, spill response, alternative methods, personnel qualifications, security clearances, bonding/insurance).
4. Information to determine commercial availability, including pricing, delivery schedules, terms, and warranties.
5. Identification of GSA Federal Supply Schedule (FSS), GSA MAS, or other Governmentwide contract vehicles.
6. Recommendations on structuring contract requirements to facilitate small business competition.
7. Identification of any actions unnecessarily restricting competition.
8. Recommendations to improve the approach/specifications/draft PWS/PRS.

• This is a potential small business set-aside.

• All small business socioeconomic categories are encouraged to respond.

• The government will not be able to set aside the requirement if fewer than two small businesses respond with supporting information.
