Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for the United Kingdom Hazardous Waste Disposal Contract. The primary objective is the removal, transportation, treatment, recycling, and disposal of hazardous materials (HM) and hazardous waste (HW) generated by U.S. Air Force installations and U.S. Military off-installation exercises within the United Kingdom.

• Core Services: Removal, transportation, treatment, recycling, and disposal of HM/HW.

• Additional Services: Provision of supplies, sampling and analytical services, equipment rental, overpacking/loose-packing, industrial cleaning services, and other environmental/waste management support.

• Exclusions: Infectious or biohazardous medical wastes, controlled pharmaceutical wastes, radioactive wastes, and Materials Potentially Presenting an Explosive Hazard (MPPEH) are not covered.

• Waste Classification: Wastes are defined using European Waste Catalogue (EWC) numbers and may be hazardous according to Host Nation (HN) or European Union (EU) regulations.

• Compliance: Strict adherence to HN and EU standards, laws, and regulations, including ADR and IMDG.

• Timeliness: Standard removal time is 10 business days; expedited services are available.

• Documentation: Comprehensive documentation is required, including manifests, certificates of disposal/destruction/recycling, and annual reports.

• Qualified Facilities: Only facilities listed on the DLA Qualified Facilities List (QFL) are permitted for treatment, storage, and disposal.

• Acceptable Performance Levels (APLs): Defined metrics for timely performance, compliant pre-removal, removal, and post-removal processes.

• Period of Performance: One 30-month base period followed by one 30-month option period.

• Place of Performance: U.S. Air Force installations throughout the United Kingdom and U.S. Military off-installation exercises within the UK.

• Personnel: Contractor personnel must be qualified, trained, and possess necessary credentials (e.g., ADR training, HAZWOPER, DBIDS).

• Security: Compliance with installation access requirements, including potential background checks and ID badge usage.

• Reporting: Timely notification of spills, delays, and submission of all required documentation.

• Containers: U.S. Government (USG) typically provides UN-rated containers, but Contractor may be responsible for repackaging costs.

• Indemnification: Contractor assumes full accountability and liability for services performed.
