Evaluation
Award will utilize Best Value; Trade-Off Source Selection Procedures in accordance with DoD guidelines, allowing for an integrated assessment of technical merit over price. Non-cost factors, in descending order of importance, are:
- Product Demonstration Models (PDM): Visual Requirements and Dimensional Requirements (equal importance).
- Past Performance – Performance Confidence Assessment: Recency, Relevancy, and Past Quality of Products (Past Quality of Items, Past Delivery Performance). Relevancy is more important than Past Quality of Products (which is equal to Recency). All evaluation factors other than cost or price, when combined, are significantly more important than cost or price.
Additional Notes
The acquisition is FOB Destination, with Inspection and Acceptance at the Source. DFARS 252.225-7012 (Preference for Certain Domestic Commodities) applies, and all material shall be contractor furnished. The production lead time for the initial order includes a First Article Test (FAT) submission within 90 days of award, Government FAT review within 30 days, and initial delivery within 150 days after FAT approval. A maximum monthly ordering quantity of 250 units for the Vest and 500 units for accessories will be established. A Small Business Subcontracting Plan is required from all non-small business concerns.
