The United States Army Research Institute for the Behavioral and Social Sciences (ARI) has issued a Broad Agency Announcement (BAA) for Basic, Applied, and Advanced Scientific Research in behavioral and social sciences. Purpose & Scope

ARI is the Army's lead agency for research, development, and analysis addressing human performance and Army readiness. This BAA invites proposals for basic research, applied research, and advanced technology development that can improve human performance and Army readiness. The goal is to develop state-of-the-art theory, methods, and models for future Army capabilities.

Key Research Areas

The BAA covers two main categories:

  • Basic Research: Focuses on fundamental knowledge, including the science of measurement, multilevel and organizational dynamics, context of behavior in military environments, and formal/informal learning and development.
  • Applied Research and Advanced Technology Development: Aims to expand knowledge for specific Army needs, such as holistic personnel assessment, statistical innovations for talent management, leader competencies for complexity & uncertainty, team assignment & performance, and assessing/developing technological fluency for the Future Force.

Current White Paper Opportunities

Several specific research topics are currently seeking White Paper submissions under this BAA. The latest opportunities include:

  • "Informational Management Assessment for Personnel (IMAP)": Due July 3, 2025, seeking solutions to assess Soldiers' information management capabilities and develop a reliable instrument for measuring key competencies.
  • "Impacts of Organizational and Contextual Factors on Technological Fluency: Model Expansion": Due July 3, 2025, focusing on expanding the Technological Fluency model by incorporating organizational and contextual factors.

Submission & Evaluation

A three-step process is recommended: (1) initial contact with an ARI Technical Point of Contact (TPOC), (2) white paper submission, and (3) formal proposal submission. White papers are encouraged to minimize effort and will receive feedback. Evaluation criteria include Scientific and Technical Merit (most important), Potential Contribution to ARI's mission, Qualifications/Capabilities of key personnel, and Cost.

Contract Details

Awards may be procurement contracts, grants, cooperative agreements, technology investment agreements (TIAs), or other transactions for prototypes (OTAs). The specific instrument will be determined by the Army Contracting Command (ACC) RTP Division. This is a Full and Open Competition.
