The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source Delivery Order with Sikorsky Aircraft Corporation (SAC), a Lockheed Martin company 6900 Main Street, Stratford CT 06614 for the non-recurring efforts to develop and deliver a CH-53K Cybersecurity Implementation Plan (CSIP). The Contractor shall provide technical management of all tasks to include engineering task planning and management, financial planning and reporting, schedule and planning oversight and contracts coordination. The Delivery Order will be awarded via a Basic Ordering Agreement with SAC. SAC has been the sole designer, developer and manufacturer of the CH-53K weapon system. SAC is the only known responsible source with the requisite knowledge, technical data, capability, experience, special tooling, and test facilities necessary to fulfill the Government's requirements within the required timeframes. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 3204(a)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, in that SAC is the only responsible source and no other supplies or services will satisfy agency requirements.
