This involves translating mission needs, managing risks, ensuring cost transparency, and advising on C4IT integration.
  • LOE 2: Construction Management Services: Overseeing construction execution, ensuring quality, safety, and efficiency aligned with Design Build Institute of America (DBIA) best practices. This includes verifying mission-critical infrastructure (RF shielding, HEMP hardening), managing scope, monitoring schedule, and coordinating with C4IT installation.
  • LOE 3: Construction Security: Providing Construction Security Services, coordinating with USSPACECOM PMO Site Security Managers to meet Intelligence Community Directive (ICD) standards, and supplying TS/SCI cleared Construction Surveillance Technicians (CSTs).

The C2F will support approximately 1,800 personnel and incorporate advanced features such as Radio Frequency (RF) shielding, High-Altitude Electromagnetic Pulse (HEMP) protection, Sensitive Compartmented Information Facility (SCIF) / Special Access Program (SAP) construction, and redundant infrastructure. The project will utilize a collaborative delivery methodology under the DBIA Design Build Done Right framework.

Additional Notes

AFCEC is seeking creative solutions from industry. The OA team is expected to include approximately 10 embedded personnel, with additional team members located near the site and off-site reach-back support.
