Scope of Work
The OA will manage the C2F project using a collaborative delivery methodology under the Design Build Institute of America (DBIA) "Design-Build Done Right" framework. Key responsibilities are divided into three Lines of Effort (LOEs):
- LOE 1: Program Management & Advisory Services: Leading collaborative processes for scope, schedule, budget (GMP), governance, Owner's Project Requirements (OPR), risk management, cost transparency, and C4IT integration. Managing collaborative design development, balancing owner desires with technical feasibility, and ensuring RF shielding/security.
- LOE 2: Construction Management Services: Overseeing construction execution, verifying RF shielding/HEMP hardening, safety, scope/schedule management, contract compliance, C4IT installation coordination, and quality control.
- LOE 3: Construction Security: Coordinating with USSPACECOM PMO Site Security Managers, ensuring Intelligence Community Directive (ICD) standards for secure facilities, and providing Construction Surveillance Technicians (CSTs) with TS/SCI clearances.
Contract Details

Eligibility & Security Requirements

- Conflict of Interest: The Government does not intend for the same company to lead both OTA #1 and OTA #2. Selected offerors for OTA #1 are excluded from proposing for OTA #2.
