Quick Summary
The Government Publishing Office (GPO), specifically the Customer Services office, has issued a Combined Synopsis/Solicitation for the procurement of Universal Easy Lock Binders. This opportunity, identified as cfdea7b5fcba442cbc75dc0b8a6b79f8, details specific requirements for the binders, including printing, debossing, construction, and materials. Responses are due by March 23, 2026, at 3:00 PM UTC.
Scope of Work
The requirement is for the manufacturing of Universal Easy Lock Binders with precise specifications:
- Printing: Outside front panel with 18 type lines and one heavy rule in solid PMS 873C Gold. Inside panel with "How to Operate..." instructions in PMS 873C Gold. Back cover and backbone with two lines of type in PMS 873C Gold. Silkscreen method directly on the binder, matching supplied sample for manuscript, layout, fonts, style, weight, and size. Silkscreen must be clean, solid, and covered with a clear coat gloss varnish.
- Debossing: Front cover to have a 6-3/8 x 4-1/2" debossed area, and backbone a 2-1/2 x 2-3/4" debossed area, both 0.0010" deep, for label placement.
- Construction: Flanged, full-length piano hinges; front/back covers riveted with four exposed rivets each; backbone riveted with eight exposed rivets. Rivets must match the "Black" cover material. Hinges require silicone spray lubrication. Front and back covers to have rounded outside corners and edges. Contractor must exactly match furnished sample stock, weight, color, locking mechanism, text, and rules.
- Seamless Tubes: Three 1/4" diameter posts and sleeves on 4-1/4" centers. Each post must telescope to expand the internal spine from approximately 2-1/8" to 3-5/8". The Easy-Lock binder mechanism must incorporate seamless metal tubes; seamed tubes are unacceptable. The lever for opening/closing the mechanism must be positioned at the top/front to prevent abrasion.
- Checkering: A 2" wide checkering zone (0.005" minimum depth) near the backbone, extending full height on front and back covers, to enhance gripping. This checkering should be similar to that used on rifle stocks and pistol grips.
