The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to award a firm fixed price modification under an existing contract to procure an additional quantity of Universal Throttle System (UTS), Part Number 4265AS9032-1, as support of Common Engine Test Set (CETS), Part Number 4027AS7110-01, and spares to support the UTS. Fielding of the UTS by United States Navy is anticipated for Fiscal Year 26. The UTS intends to provide ancillary support to the Land-Based sites to support engine testing for JETI engines.
PCI Aviation, LLC is currently manufacturing UTS units under an existing contract and has successfully passed first article testing. The UTS Initial Operational Capability (IOC) is currently scheduled for March 2025. PCI Aviation is the only source capable of manufacturing the UTS units and providing the spares in time to meet the Government’s required schedule.
NAWCADLKE intends to award this modification under the authority of 10 U.S.C.3204(a)(1) as implemented in FAR 6.302.1. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered soley for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
