Statement of Work (SOW) / Performance Work Statement (PWS)

This PWS defines the requirements for the provision, operation, and maintenance of Unmanned Aircraft Systems (UAS) to support emergencies (declared or undeclared), disaster response, and recovery operations within the United States, its territories, and possessions. The goal is to provide reliable, efficient, and cost-effective UAS services that enhance situational awareness, surveillance, reconnaissance, and data collection while meeting mission-critical requirements and maintaining high quality and performance.

The contractor will provide specialized UAS services, including but not limited to:

• Imagery collection (high resolution, standard RGB, remote sensing in CBRN environments)
• Confined space reconnaissance
• Data collection and management (acquisition, integration, standardization, processing, analysis, storage, archiving, recovery, maintenance)
• Geographical mapping, terrain analysis, and surveying
• Support for damage assessments of infrastructure and critical facilities
• Perimeter surveillance and monitoring
• Aerial delivery of resources/commodities
• Leveraging emerging technologies (e.g., LIDAR, HSI)
• Providing technical assistance and information for UAS utilization
• Providing UAS with communications capabilities (voice, data, WiFi)

Key performance areas include:

• Data Collection Accuracy: At least 98% accuracy.

• Mission Availability: Greater than 95% availability during mission-critical periods.

• Flight Operations: No more than 1% deviation from flight plan parameters.

• Payload Delivery: 95% on-time delivery rate.

• Period of Performance: One 12-month base period with four (4) 12-month option periods.

• Hours of Operation: Up to 24 hours a day, seven days a week, as required by task order.

• Place of Performance: Varies depending on operational needs, cited in each task order, throughout the geographical United States, its Territories, Compacts of Free Association, and possessions.

• Compliance with all applicable federal, state, and local regulations, as well as safety, security, and operational standards.

• Contractor shall provide all personnel, training, supervision, equipment, materials, facilities, supplies, and services.

• Development and maintenance of a Quality Control Plan within 60 days of contract award.

• Development of an Authority To Operate (ATO) and Security Requirements Traceability Matrix (SRTM).

• Retention of flight logs and related data for three years.

• Adherence to cybersecurity and privacy requirements for collected data.

• Personnel must meet specific qualifications, including Remote Pilot in Command (RPIC) certification and demonstrated experience. Key personnel include an Operations Project Manager (COPM).

• Background investigations (Tier 1, 2, or 4) are required for contractor personnel based on risk designation.
