Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for leasing Multifunctional Devices (MFDs) and associated services for the Defense Logistics Agency (DLA) in Bahrain (OCONUS).

• Devices: Lease of A3 Multifunctional Devices (MFDs) with specific capabilities including simplex/duplex copying, printing, scanning, automatic document feeders, basic finishing functions, and operation on recycled paper. Devices must support current operating systems, have sufficient memory, and use specific Page Description Languages (PDL). They must also be delivered with up-to-date software/firmware and include external surge protectors with a five-year warranty.

• Security: Devices must meet specific security requirements, including encryption for hard drives, disabling of unnecessary USB ports, secure scanning functionality compliant with FIPS 140-2, and CAC/PIV enablement with a "Secure Print" feature. SIPR devices will not have fax capability.

• Services: The contract includes delivery and installation, end-user training, full service maintenance (including consumables excluding paper), device removal, reporting, network functionality (IPv4, IPv6, hybrid), and network security compliance with DISA STIGs and RMF.

• Availability: Devices must maintain a minimum 95% monthly available rate.

• Response Times: Specific response times for service calls are defined for non-remote and remote areas, with stricter requirements for "work stoppage" situations (e.g., 2-hour response in non-remote areas).

• Repair Resolution: Malfunctions must be resolved within ten (10) calendar days from the initial service call.

• Replacement: Non-repairable devices must be replaced within fifteen (15) calendar days of notification.

• The geographic scope is OCONUS - Bahrain (ONE-Net).

• The contract period of performance (PoP) is co-terminus for all devices, including replacement devices.

• Training: On-site training for end-users, including basic functions, special features, and basic troubleshooting. A quick reference guide and digital training materials are also required.

• Consumables: Contractor to provide all consumable supplies (excluding paper) and deliver them within three (3) business days of request.

• Reporting: Various reports are required, including Installation Reports, Training Summaries, Device Listing Reports, Usage Reports, Response Time Reports, and Downtime/Uptime Reports.

• Testing: Devices must undergo testing for network security compliance, with an estimated 20-day testing period. Devices must also be accredited for OCONUS Navy networks.

• Supply Chain Risk Management: Contractors must provide documentation on how they mitigate risks of foreign intelligence services and terrorist groups, including policies against counterfeit equipment and supply chain security procedures.

• Enterprise Management Tool: A tool is required to monitor, manage, and generate usage reports for devices.

• Installation Security: Compliance with government installation access rules and base access requirements is mandatory. Technicians handling classified material require appropriate security clearances.

The government is procuring an up to 6-month continued lease of 81 ONE-Net Multi-Functional Devices (MFDs) with associated maintenance and supplies for OCONUS – Bahrain. This is being solicited on an Other than Full and Open basis as a sole source with Business International WLL. The MFDs are currently in place and are needed until the follow-on contract's devices are delivered and installed, anticipated by 08/30/2026.
