This is a combined synopsis/solicitation for a commercial item or service to upfit three (3) Law Enforcement Vehicles for the National Park Service (NPS) at Canaveral National Seashore (CANA). The contractor will be responsible for providing all materials, supplies, equipment, and labor for the installation of vendor-supplied and government-furnished property.

• Upfitting of three (3) Law Enforcement Vehicles.

• Provision of all necessary materials, supplies, equipment, and labor.

• Installation of both vendor-supplied and government-furnished property.

• Work must be in accordance with provided specifications.

• The government intends to award a Firm-Fixed Price Contract.

• Evaluation will be based on best value, considering pricing, ability to perform, completion time, and past performance.

• Period of Performance: July 1, 2026, to August 31, 2026.

• Evaluation Factors: Past performance/similar requirement history, technical capability and approach, and price. Factors are listed in relative order of importance.

• This is a Total Small Business set-aside.

• Companies must have a valid Unique Entity ID (UEI) number and an active System for Award Management (SAM) registration.

• Offerors must self-certify under NAICS codes 336320 and 238210.

• This RFQ constitutes the only solicitation; no written solicitation will be issued.

• Offerors must complete blocks 13, 14, 15, and 16 of the SF-18 form, provide a formal quote on company letterhead, and fill out contractor response sections of FAR 52.204-24.

• Late submissions will not be considered unless no other submissions are received.

• FAR clauses and provisions are incorporated by reference.

Solicitation / RFP / RFQ

This document outlines the requirements for upfitting three GSA leased vehicles (two 2026 Ford Expeditions and one 2026 Ford F-150 Special Service Vehicle) with specialized law enforcement equipment. The upfitting must meet NPS Law Enforcement standards. The Park will provide a standard striping package and other government-furnished property for installation.

• Provide all materials, supplies, equipment, and labor for the installation of both vendor-supplied and government-supplied equipment.

• Specific equipment requirements are detailed for both the Ford Expeditions and the Ford F-150, including various light arrays, siren/light controllers, partitions, cargo systems, antennas, and other specialized components.

• Government-furnished property includes radar systems, police radio systems, in-car camera systems, WiFi systems, and vehicle graphics packages.

• Period of Performance: 30 days for each vehicle after receipt by the park. This includes product lead time and delivery.

• Warranty: One year from date of acceptance on installation, plus standard manufacturer warranty for equipment.

• No submittals are required prior to award.

• Vehicle and equipment will be inspected and paid according to the quote.

• Not specified in this document.

• The government will deliver and pick up vehicles for upfitting at the vendor's location within the local commuting area. Vendors outside this area must include pickup and delivery costs.

• Delivery and pickup hours are Monday-Friday, 8:00 AM to 5:00 PM, with pre-arrangement. No weekend or federal holiday delivery without prior approval.
