This solicitation is for the upgrade of public meeting spaces within the Frances Perkins Building (FPB), including the Auditorium, Great Hall, and Mezzanine. The project aims to modernize these spaces with updated technology, aesthetics, and functionality to support a professional and welcoming environment for internal and external engagements. This includes replacing end-of-life Audio/Visual (AV) systems, upgrading infrastructure, and integrating current collaboration technologies to support virtual and hybrid meetings.

• Comprehensive upgrade of the Auditorium, Great Hall, and Mezzanine, encompassing architectural, interior, mechanical, electrical, plumbing, communications/data, fire protection, security, AV systems, furniture, fixtures, and equipment.

• Modernization of aging AV systems to ensure compliance, accessibility, and reliability, with seamless interoperability with Microsoft Teams Rooms (MTR), Webex, and Zoom.

• Installation of new AV hardware, components, and materials, including displays, projectors, cameras, microphones, DSPs, loudspeakers, control processors, and touch panels.

• Architectural and interior upgrades such as new carpeting, lighting, seating, fabrics, furnishings, and potentially new curtains, railings, and doors.

• Mechanical and electrical system upgrades, including HVAC and lighting controls.

• Compliance with Section 508 accessibility requirements.

• Provision of training, documentation, and warranty support.

• Contract Type: Firm-Fixed Price (FFP)

• Period of Performance: Twenty-four (24) months, anticipated start date of 8/01/2026 and end date of 7/31/2028.

• Proposals must be submitted electronically via email.

• Evaluation will be based on three factors: Technical Capability (most important), Past Performance, and Price.

• Technical Capability will be evaluated on Understanding of Requirement, Design Concept Narrative, Project Schedules, and Key Personnel and Organizational Plan.

• Offers must be rated "Acceptable" for Factor I (Technical Capability) and its subfactors to be considered for award.

• The Government reserves the right to make award based on price if Technical Capability and Past Performance are substantially the same.

• Pre-Proposal Site Visit is scheduled for June 3, 2026. Registration is required.

• Questions must be submitted in writing by 10:00 AM EST on June 9, 2026.

• The acquisition is set aside for Small Business (100.00%).
