Performance Work Statement (PWS)

To upgrade the refrigeration system for the seed storage cooler at the USDA Integrated Cropping Systems Research location in Brookings, SD. The existing system is over 18 years old and needs replacement to meet current environmental standards. The cooler box itself is in good condition and does not require replacement.

• Demolish and remove all existing mechanical equipment serving the seed storage cooler.

• Capture and dispose of all existing R-12 refrigerant in accordance with EPA regulations.

• Provide all labor, equipment, supplies, materials, and coordination for the demolition and installation.

• Install a new refrigeration system capable of maintaining temperatures between 32–41 °F (0–5 °C) within ±3 °F of setpoint, and relative humidity at 40% RH within ±5% RH of setpoint.

• The new system shall include integrated temperature and humidity controls (KE2 Therm or equivalent) with continuous monitoring, alarm annunciation, and remote monitoring/adjustment capabilities.

• Prepare the existing cooler box for new controls and sensors, sealing penetrations to maintain thermal integrity.

• Temperature: 32–41 °F (0–5 °C), maintained within ±3 °F of setpoint.

• Relative Humidity: 40% RH, maintained within ±5% RH of setpoint.

• Continuous monitoring and automatic alerts for conditions outside specified ranges.

• Location: 2923 Medary Ave, Brookings, SD 57006.

• Key Deliverables Due: Demo existing system and install new system within 60 days or earlier after contract acceptance.

• Contractor must possess a refrigerant usage license or permit.

• All personnel require a U.S. photo ID.

• Operations and Maintenance Manuals must be provided in Adobe format (Section 508 compliance).
