Statement of Work (SOW) / Performance Work Statement (PWS)

To maintain mission-ready network devices and ensure maximum uptime in the Datacenter by replacing an outdated and unserviceable Uninterrupted Power Supply (UPS) system and its associated cooling system.

• Remove and replace eight (8) Chilled Water In-Row Cooling Units, reusing existing piping and insulation, with new couplers. Cooling units are warranted for one year from startup. The Cooling Distribution Unit (CDU) will remain.

• Remove one (1) PX80 UPS and replace it with a new PX 100KW Frame (de-rated to 80KW) 208V, 4-Wire Modular UPS. The new UPS will be wired for a maximum of 80KW, reusing the existing input feed. It will include twelve (12) rows of batteries for 18-minute runtime at 60KW load, a 3CB bypass, and output distribution breakers. A shunt trip breaker upstream of the feeder breaker into the data center is required.

• Provide reports of completed work to the Contracting Officer Representative (COR).

• Period of Performance (PoP) to be determined by the awarded contract.

• Place of Performance: 153d Airlift Wing Cheyenne WY, Building 31A.

• Services to be provided Monday through Friday, 0730-1630, excluding recognized US holidays or government-directed closings.

• Contractor must provide all personnel, equipment, tools, materials, supervision, and transportation.

• Contractor employees must comply with all installation regulations (fire, traffic, safety, security).

• Contractor employees must have proper identification and may be subject to checks.

• Government reserves the right to remove employees for misconduct, security reasons, or communicable disease.

• Contractor must develop and maintain an effective Quality Control (QC) Plan.

• Government will evaluate performance using a Quality Assurance Surveillance Plan (QASP).

• Access to the installation requires base identification and vehicle passes for contractor personnel.

• Specific training requirements include Antiterrorism Awareness Level I, OPSEC training, and potentially Information Assurance (IA) training and certifications depending on the role.

• Compliance with security policies, including background investigations and potential Common Access Card (CAC) requirements, is mandatory.

• Contractor must protect Personally Identifiable Information (PII) if accessed.

• Contractor must report labor hours via the Service Contract Reporting system on SAM.gov annually.

The procurement is exclusively set aside for Small Business. The contract will be a Firm Fixed-Price Commercial Award.
