Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Quick Summary

The Naval Air Systems Command (NAVAIR) has awarded a Cost Plus Fixed Fee (CPFF) Delivery Order (DO) valued at $4,974,733.39 to Maritime Surveillance Associates (MSA) for upgrades to the Global Reconstruction and Acoustic Measurement Suite (GRAMS). This sole-source award, under Basic Ordering Agreement (BOA) N0001926G0003, aims to expand the system's usability and sustain its software baseline.

Scope of Work

This Delivery Order focuses on engineering support for the GRAMS baseline, specifically:

  • Expanding usability for future sensor systems.
  • Sustaining the software baseline to correct deficiencies found during testing.
  • Developing software capable of providing recommendations for enhanced mission planning.
  • Ensuring new software interacts seamlessly with existing models, equipment, and databases.

Further details from the Justification and Approval (J&A) indicate the primary purpose is to migrate GRAMS Desktop to a fully Cloud-Native solution (GRAMS-Cloud). This migration will enhance processing capabilities, support Artificial Intelligence/Machine Learning (AI/ML) development, and maintain parity with current and future data collection formats. GRAMS is critical for Anti-Submarine Warfare (ASW) mission planning, classifying enemy capabilities, and providing tactical situational displays. Planned DOs will also include improvements to Post Flight Analysis Tools (PFAT) software, covering metadata, signals analysis, event reconstruction, target tracking, map data, signal processing, archiving, geospatial display/processing, and training.

Contract & Timeline

  • Contract Type: Cost Plus Fixed Fee (CPFF) Delivery Order under a Basic Ordering Agreement (BOA)
  • Awarded To: Maritime Surveillance Associates (MSA)
  • Award Amount: $4,974,733.39
  • Period of Performance: 60 months
  • Award Date: January 30, 2026
  • Published Date: February 11, 2026
  • Set-Aside: None (Sole Source)

Justification for Sole Source

This acquisition was conducted on a sole-source basis under the statutory authority of 10 U.S.C. Section 3204(a)(1), as implemented by FAR 6.302-1, citing "Only one responsible source and no other supplies or services will satisfy agency requirements." NAVAIR determined that MSA is the only company with the necessary technical expertise and knowledge to develop GRAMS. Extensive market research confirmed no other capable sources could meet the complex requirements, which demand specialized expertise in Acoustic Intelligence Performance, Modeling and Simulation, and Enhanced Mission Planning. Awarding to another source would result in substantial duplication of cost and unacceptable delays. This effort is covered under J&A number 25-0084.
