Justification for Sole Source
This acquisition was conducted on a sole-source basis under the statutory authority of 10 U.S.C. Section 3204(a)(1), as implemented by FAR 6.302-1, citing "Only one responsible source and no other supplies or services will satisfy agency requirements." NAVAIR determined that MSA is the only company with the necessary technical expertise and knowledge to develop GRAMS. Extensive market research confirmed no other capable sources could meet the complex requirements, which demand specialized expertise in Acoustic Intelligence Performance, Modeling and Simulation, and Enhanced Mission Planning.
