Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Princeton Plasma Physics Laboratory (PPPL), under the Department of Energy, has issued a Presolicitation Notice for the Upper Wide-Angle Viewing System (UWAVS) Instrumentation and Control (I&C) Subsystem. This notice provides draft procurement documentation for review by potential suppliers for the ITER project. Three RFPs are expected by May 2026.
Opportunity Details
PPPL is completing the design of the UWAV diagnostic system for ITER and is making draft procurement documents available to allow potential suppliers to prepare in advance. This is an opportunity to review the requirements and provide feedback before the formal solicitations are issued.
Scope of Work (Based on Draft SOW)
The Statement of Work (SOW) outlines requirements for the manufacture, inspection, and testing of the UWAVS I&C subsystem. This includes:
- Manufacturing, procurement, and delivery of I&C components and software for four upper ports (2, 8, 11, 14) of the ITER facility.
- Fabrication, assembly, and testing to ensure compliance with detailed requirements.
- Extensive documentation throughout the project lifecycle, including Manufacturing Readiness Review (MRR), First Article Test (FAI), Factory Acceptance Testing (FAT), Delivery Readiness Review (DRR), and Site Acceptance Test (SAT) support.
- The I&C control scope encompasses Master, Support, and Camera Cubicles.
- The project will be implemented in two phases: Phase 1 (Preparation for Manufacturing) and Phase 2 (Manufacturing).
- Key documentation requirements include System Requirements Specification (SRS), System Design Specification (SDS), Software Architecture and Design Description (SADD), System Manufacturing Specification (SMS), Quality Plan, Inspection Plans, and various test reports.
- A robust Quality Assurance Program is mandatory, covering inspections, audits, and supplier responsibility for conformance.
