Scope of Work
The contractor will provide annual PMCS following Original Equipment Manufacturer (OEM) recommended procedures. This includes inspection, testing, and servicing of core UPS elements (battery strings, capacitors, cooling fans, wiring, bypass switches, monitoring systems) and identification of component degradation. Services also include 24x7 emergency support with a 30-minute callback and 24-hour on-site response for urgent failures. Detailed reports documenting conditions, technical recommendations, and degradation trends are required after each PMCS. Battery maintenance covers visual inspection, electrical testing, and BMS confirmation, with procedures for individual cell and full system replacement requiring Government approval. Component replacement recommendations based on OEM guidance are also part of the scope.
Key Requirements
Services are required for existing command-owned Eaton equipment. Offerors must be an Eaton Authorized Channel Partner/Seller and warrant that products are new and sourced directly from Eaton or authorized channels. Cybersecurity Maturity Model Certification (CMMC) Level 1 (Self) or higher is required for information systems processing Federal Contract Information (FCI) or Controlled Unclassified Information (CUI). All PMCS must follow OEM procedures, using only OEM-approved diagnostics, tools, and software.

Submission & Evaluation

Additional Notes
Existing equipment reports indicate that batteries at Fort Detrick's UPS A and B need replacement due to age, and at Fort Belvoir, an immediate battery charger replacement and replacement of obsolete Data Collection Modules (DCMs) are needed. Support renewals cannot be handled by third parties.
