UPS MODULE INSTALLATION

This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Part 13, using Simplified Acquisition Procedures (SAP). A written solicitation will not be issued, and paper copies will not be available. The solicitation is for new items only; no refurbished or used items will be accepted. This is a "Brand Name only" solicitation and is a 100% small business set-aside.

The Norfolk Naval Shipyard requires the following new items:

• CLIN 0001: UPS MODULE, 250KVA, with internal bypass, top/bottom entry, online true double conversion. Manufacturer: AGSI Systems LLC.

• CLIN 0002: TRANSFORMER CABINET, 3-phase, 480V, DEL TA - 208 Y120. Manufacturer: AGSI Systems LLC.

• CLIN 0003: BATTERY CABINET (1) STRING 390W, 400A BREAKER. Manufacturer: AGSI Systems LLC.

• Contract Type: Not explicitly stated, but implied to be a fixed-price contract based on "Lowest Price Technically Acceptable" evaluation.

• Period of Performance: Required Deliver Date (RDD) is "weeks ARO" (After Receipt of Order).

• Quote Format: Must be submitted in Microsoft Word, Excel, or Adobe PDF, including prices, POC, business size, CAGE Code, and payment terms. Shipping terms are FOB Destination.

• Set-Aside: 100% small business set-aside.

• Registration: Vendors must be registered in the System for Award Management (SAM) database.

• Payment: Payment is processed through WAWF (Wide Area Workflow); a WAWF account is required.

• All items must be new. No refurbished or used items will be accepted.

• "Brand Name only" solicitation.

• Applicable clauses and provisions are incorporated, effective through FAC 2025-05 and DFARS Change Notice 08/07/2025. Contractors are responsible for being familiar with these.

Statement of Work (SOW) / Performance Work Statement (PWS)

To replace the existing Uninterruptible Power Supply (UPS) system with a new, fully functional unit, ensuring continuous power to critical loads during the transition, improving system reliability, efficiency, and capacity, and ensuring compliance with current electrical and safety standards.

This contract involves the supply, installation, and commissioning of a new UPS system at Portsmouth, VA 23507. Key activities include:

• Pre-Installation: Site assessment, load analysis, electrical infrastructure review, development of an installation and cutover plan, and coordination with stakeholders.

• Equipment Procurement: Supply of the new UPS system (including batteries and cabinets), delivery, staging, and verification of equipment against specifications.

• Installation: Safe shutdown and decommissioning of the existing UPS system, removal/disposal of old equipment, integration with existing power distribution units (PDUs) and infrastructure, and installation of monitoring and management interfaces.

• Testing and Commissioning: Initial system startup, functional testing (normal, battery, bypass modes), load testing (if required), and verification of alarms, notifications, and monitoring systems.

• Cutover and Transition: Execution of planned cutover, validation of uninterrupted power to critical loads, and monitoring during the stabilization period.

• Documentation: Provision of a report for the installation.

• Deliverables: Installed and fully operational UPS system, decommissioned and removed current system, and test reports provided.

• Acceptance Criteria: Successful completion of all tests and commissioning activities, and approval of all delivered documentation.

• Performance Period: One-time service.

• Place of Performance: Building 1500, 1st Floor, Bldg. 9, Portsmouth, VA 23507.

• Contract Type: Firm-Fixed Price.

• Constraints: Limited downtime availability for critical systems, physical space and access limitations, and adherence to environmental and safety regulations.

• Change Management: Any changes to scope, timeline, or deliverables must be documented and approved through a formal change request process.
