This document is a Request for Lease Proposals (RLP) from the US Army Corps of Engineers (USACE) for approximately 1,300 Net Square Feet of fully serviced lease space in Suffolk, VA. The government is seeking to lease space for a term of up to five years with termination rights.

• Space must meet accessibility, fire protection, and life safety requirements.

• No known hazardous conditions or recognized environmental conditions that pose a health and safety risk or environmental liability.

• Offerors must provide a Phase I Environmental Site Assessment (ESA).

• Offerors must address any identified Recognized Environmental Conditions (RECs).

• Offerors must comply with National Historic Preservation Act requirements.

• Space should not contain asbestos-containing materials (ACM) or ACM must be in a stable, solid matrix and not subject to damage by routine operations.

• Lease term: Up to FIVE years with termination rights.

• Type of Lease: Fully serviced, turnkey lease covering all Lessor costs, including operating costs, real estate taxes, and insurance.

• Offers are due by 06/25/2026 at 3:00 PM EST.

• Proposals must be submitted via email to james.a.cheatham@usace.army.mil or by mail to 803 Front Street, Norfolk, VA 23510.

• The government will evaluate proposals based on Price and Technical Factors. Technical factors include location within the delineated area, neighborhood, ease of access, location within the building, parking availability, overall appearance, compatibility of adjacent businesses, potential for signs, floor plan/layout efficiency, and high-speed internet availability.

• The lease will be awarded to the offeror whose proposal is most advantageous to the government.

• The government may award the lease without discussions.

• No specific set-aside information is provided in this document.

• The RLP includes a Lease form (USACE Recruiting Lease Form L100) and a Proposal to Lease Space form (USACE Recruiting Form 1364).

• Offerors must review the Lease template and submit it with their proposal.

• The delineated area is bounded by Kings Ford Road (North), Highway 460 (East), Wilroy Road (West), and US 58 Business Highway (South).

• Offerors are advised that doing business with the Government carries special responsibilities with respect to sustainability, fire protection, life safety, and security.

This document, labeled "Exhibit D," provides a "Certificate of Authorization" which includes two distinct sections: a "Corporate/LLC Certificate" and a "Partnership Certificate." These certificates are intended to be completed by authorized representatives to attest to the legal authority of individuals signing a lease on behalf of a corporation, LLC, or partnership.

• Corporate/LLC Certificate: Requires the signatory to identify themselves, their title, and the corporation/LLC they represent. It also requires the name of the person who signed the lease and confirmation that this action was authorized by the governing body and within the scope of granted powers. Fields for date and corporate seal are included.
• Partnership Certificate: Requires a General Partner (Partner X) to certify that another General Partner (Partner Y) who signed the lease has the authority to bind the partnership. Fields for date and seal are included.

Bidders may need to complete or provide this certificate as part of their proposal submission or contract execution, particularly if the opportunity involves leasing property or entering into agreements where the lessor's authority to sign is a critical factor. It ensures that the entity signing on behalf of the lessor is legally empowered to do so.

This document, labeled "Exhibit B," provides a "Certificate of Authorization" for both Corporate/LLC and Partnership entities. It is intended to be completed by authorized representatives to certify their authority to sign a lease on behalf of their respective entity.

• Corporate/LLC Certificate: Requires the signatory to identify themselves, their title, and certify their authority as Secretary/Principal of the corporation or LLC. It also requires the name of the person who signed the lease and confirmation that this action was within the scope of the entity's granted powers.
• Partnership Certificate: Requires a General Partner to certify their authority and the authority of another General Partner (Partner Y) who signed the lease on behalf of the Partnership. It confirms that the signing Partner has the authority to bind the Partnership as per the Partnership Agreement.
• Both sections require a date and a seal.

Bidders may be required to complete and submit this form as part of their proposal or contract execution, particularly if they are an LLC or a Partnership entering into a lease agreement as a Lessor. It serves to verify the legal authority of the individuals signing on behalf of the entity.
