Quick Summary

The U.S. Army has issued a Request for Information (RFI) titled "U.S. Army Enterprise Strategic Capital Partnership" to solicit strategic and actionable input from finance, technology, and industrial sectors. The Army seeks innovative, commercially sustainable financial structures and partnership models to mobilize private capital for critical modernization requirements, reducing reliance on annual congressional appropriations. Responses are due April 02, 2026.

Purpose

This RFI aims to unlock private-sector financing and expertise to address longstanding Army challenges and projects critical to its priorities. The Army is looking for solutions that are commercially viable and self-sustaining, where the Army could act as a stable, long-term partner or anchor customer to de-risk initial investments and scale enterprises.

Key Areas of Interest

The Army is interested in co-investment operating models, public-private partnership structures for long-term viability, and optimized contracts/agreements for dual-use assets and infrastructure across six strategic pillars:

  • Energy Resilience and Dominance: Developing reliable energy systems.
  • Organic Industrial Base (OIB): Expanding facilities and investing in technologies for critical components, including modernization of 23 arsenals, depots, and ammunition plants.
  • Strengthening Logistics and Supply Chains: Developing streamlined and autonomous logistics solutions.
  • Real Assets and Facilities Utilization: Maximizing Army land use through Enhanced Use Leases for projects like data centers and manufacturing hubs.
  • Advanced Manufacturing & Technology Adoption: Manufacturing advanced electronics, materials, and dual-use items.
  • Critical Minerals and Resource Development: Developing partnerships for dual-use mining and extraction.

Appendices provide detailed insights into OIB transformation, specific partnership opportunities (e.g., MRO for aircraft, tank turret production, lithium extraction, independent power grids), and physical/logistical capabilities of various Army installations, including potentially developable land maps.

Submission Details

  • Questions Due: March 26, 2026, 5:00 PM EST.
  • Responses Due: April 02, 2026, 5:00 PM EST.
  • Submission Method: Email responses to usarmy.pentagon.mbx.strategic-capital-initiative@army.mil with the subject line: "RFI Response: Private Capital and Market Participant Investments".
  • Response Content: Include a point of contact, organizational experience, and a white paper detailing the proposed financial or partnership model, addressing financing, capital structure, governance, operating models, and contracting ideas.

Additional Information

This RFI is for market research only and is not a contract offer. Responses are not binding, and the Army is not currently seeking proposals. All costs are borne by the interested party. Not responding does not preclude participation in future RFPs. There is no set-aside for this RFI.
