Quick Summary
The U.S. Army Contracting Command (ACC) Orlando is conducting market research for a new Multiple Award Task Order Contract (MATOC) Indefinite Delivery Indefinite Quantity (IDIQ) to provide Aviation Training and Technical Assistance Related Services for the U.S. Army Security Assistance Training Management Organization (SATMO). This effort aims to identify qualified contractors capable of deploying agile, specialized Security Assistance Teams (SATs) to facilitate security assistance programs, primarily Outside the Continental United States (OCONUS). The estimated ceiling for this MATOC IDIQ is $249M, with an anticipated performance period of up to 10 years.
Purpose & Scope
SATMO executes the overseas portion of the U.S. Army’s Security Assistance Enterprise, building partnership capacity and defense relationships. This MATOC will support rotary wing aircraft training and technical assistance, including non-standard aircraft. Contractor support is anticipated to be a primary option, especially for aviation skills like flying, maintenance, and operational planning, when uniformed personnel are unavailable.
Services are divided into two categories:
- Training Related Services: Conducting aviation assessments, formal academic and flight training (initial qualification, aircraft transition, advanced skills, instructor pilot courses), and hands-on maintenance training (individual aircraft repairer, organizational/intermediate maintenance, advanced maintenance skills).
- Technical Assistance Related Services: Providing expertise to operate, maintain, sustain, or return complex customer-nation aviation systems to operational readiness. This includes troubleshooting, repair, modernization, and inspection of aviation equipment.
- Operational Planning: Analyzing emergent requirements and assisting in plan development.
Performance will be predominantly OCONUS, potentially in austere, physically demanding, and stressful conditions.
