Eligibility & Set-Aside

This opportunity is open to a broad range of applicants, including institutions of higher education, nonprofit organizations, state and local governments, and for-profit organizations (large and small businesses). Teaming is encouraged. There is no specific set-aside for this BAA.

Submission Process

A two-step submission process is required:

  1. Step 1: White Paper Submission. Prospective applicants are strongly encouraged to contact the ACC-RSA SMD/SP POCs to obtain an SMDTC Technical Point of Contact (TPOC) for preliminary discussions. White papers are limited to five pages (one-page cover sheet, four-page technical description including cost estimate) and will receive a "Go" or "No Go" determination. Multiple white papers per topic are permitted, and unsolicited topics aligned with the SMDTC mission are considered.
  2. Step 2: Full Proposal Submission. Only invited if the white paper is encouraged. Proposals will be evaluated based on Technical (most important), Management, and Cost/Price factors.

Contract Details

Awards may be made as procurement contracts, grants, cooperative agreements, Technology Investment Agreements (TIAs), or Other Transactions (OTs). The NAICS code for procurement contracts is 541715 (Research & Development in the Physical, Engineering, and Life Sciences). Generally, no cost sharing is required, except for certain OT instruments.
