Scope of Work

The contractor will provide all personnel, equipment, tools, transportation, and supervision to:

• Install approximately 4 feet of permanent fencing between the new gates.
• Fabricate a new 21-foot gate to match a provided 17-foot gate.
• Remove and reinstall aluminum drive rails from the old gate onto the new cantilever gate.
• Ensure proper mounting and alignment of the slide driver for smooth operation.
• Demolish and dispose of existing sliding gates.

Contract Details

• Contract Type: Firm-Fixed-Price Purchase Order.

• Estimated Value: Less than $25,000.
• Performance Period: Work must commence within 10 calendar days of the Notice to Proceed and be completed within 45 calendar days, including final cleanup. Zero weather days are included.
• Place of Performance: U.S. Coast Guard Base North Bend, 2000 Connecticut Ave, North Bend, OR 97459.
• Wage Rates: Prevailing wage rates for Coos County, OR, apply, and compliance with the Davis Bacon Wage Act is required.
• Bonds & Insurance: Required bonds (Bid, Performance, Payment) are detailed in Section H-2 based on the award amount. Insurance requirements are detailed in Section H-3.
• Invoicing: Electronic invoicing via the Invoice Processing Platform (IPP) is required.

Submission & Evaluation

• Submission: Quotes must be emailed to Ava.M.Stow@uscg.mil with solicitation RFQ number 70Z03326QSEAT0003 in the subject line. Bidders must return one complete copy of the solicitation package (SF-1442, Sections B-M, plus the reference sheet). Quotes must include taxes, UEI, and Taxpayer I.D. numbers.
• Evaluation: Award will be made to the lowest-priced, responsive, and responsible offeror demonstrating satisfactory performance on similar work within the past three years. Offers must provide at least 90 calendar days for Government acceptance.
• Requirements: Contractors must be actively registered in the System for Award Management (SAM) prior to award. The Buy American Act (FAR 52.225-9) applies to construction materials.
