Scope of Work
CBP requires rigid, lightweight ballistic shields tested to ASTM standards HG2 and RF1 protection levels. Shields must be available in two nominal sizes: 20"W x 30"H and 24"W x 36"H. Key features include a ballistic-resistant viewport, an ambidextrous-capable carry handle system, and a 10-year manufacturer's ballistic warranty. Carry bags are also required as a separate line item. All shields must be monolithic, black, with a polyurea outer coating, and meet specific labeling and serialization requirements. Delivery orders are FOB destination and must be shipped within 60 days ARO.

Submission Requirements
Offerors must submit proposals in four volumes: Technical, Samples, Price Quote, and Subcontracting Plan (if applicable). Required documentation includes NIJ Approved Laboratory Test Reports, Test Data Sheets, manufacturer's build sheets, and certification letters. Physical samples of HG2 and RF1 rated ballistic shields and carry bags are mandatory. Bidders must use the provided templates for the Price Schedule (Attachment 1) and Assumptions/Exceptions/Dependencies (Attachment 4).
Evaluation Criteria
Award will be based on a "Best Value" determination, where non-price (Technical) factors are significantly more important than price. The technical evaluation includes a Pass/Disqualification (DQ) assessment for required documents and samples, and a subjective Operational Personnel Evaluation. A DQ in any single technical section will disqualify the entire submission. Price will be evaluated for reasonableness and cumulative total.

The solicitation currently has no funds available for Fiscal Year 2026, and any contract award is contingent upon funds becoming available.
