Quick Summary

The U.S. Customs and Border Protection (CBP), on behalf of the Department of Homeland Security (DHS), is conducting market research through a Request for Information (RFI) for Less Lethal Specialty Impact/Chemical Munitions (LLSI CM). This RFI seeks to understand industry capabilities for providing distraction devices, specialty impact, and chemical munitions for hand-delivered and 40mm launched applications, intended for training and operational use by CBP and other federal agencies. CBP intends to solicit for a 5-year Indefinite Delivery / Indefinite Quantity (IDIQ) Multi-Agency Contract (MAC). Responses are due October 24, 2025, by 2:00 p.m. EST.

Scope of Work

This initiative aims to acquire a full range of less-lethal specialty impact and chemical munitions, including:

  • Hand-delivered pyrotechnic canisters (smoke, CS, OC), non-pyrotechnic devices (flameless expulsion, instant blast, aerosol grenades), and rubber ball grenades.
  • 40mm launched specialty impact munitions (sponge, CS, OC, marking, inert, training kits).
  • Crowd management projectile cartridges (CS, OC, smoke, aerial warning, ground marker) and controlled noise/light distraction devices.
  • Training kits and thermal aerosol fog solutions.

All munitions must meet or exceed specific performance criteria, often referencing comparable Defense Technologies part numbers, covering aspects like discharge time, dispersal amount, velocity, accuracy, sound/light stimulus, and operational range. Products must be compatible with specific weapon systems (e.g., HK 169, HK 69, HK GLM, B&T GL-06, M203 launcher).

Additional Notes

This RFI is for market research and planning purposes only; it does not constitute a Request for Proposal (RFP) and does not guarantee a future solicitation or contract award. Responses will be used to refine CBP's acquisition strategy, Statement of Work, and performance specifications. Proprietary information should be clearly marked and segregated. Not responding to this RFI does not preclude participation in any future RFP. Questions must be submitted in writing via email to Jared.a.tritle@cbp.dhs.gov.
