Quick Summary

The U.S. Department of Labor (DOL), Office of Workers’ Compensation Programs (OWCP), is conducting a Sources Sought Notice (SSN) / Request for Information (RFI) to identify industry capabilities for developing benchmark data for CPT, HCPCS, and dental codes. This market research aims to modernize OWCP's approach to ensure fair, market-based reimbursement and improve claimant access for its four compensation programs. Responses are due by April 7, 2026.

Scope of Work

OWCP seeks services to obtain and deliver statistically valid, transparent, and regularly updated benchmark pricing data (charge and allowed amounts) for Current Procedural Terminology (CPT), Healthcare Common Procedure Coding System (HCPCS), and Current Dental Terminology (CDT) codes. This includes:

  • Data Provision: Benchmarks for all states and nationwide, based on national, state, ZIP code, and rural/non-rural classifications. Data should include standard percentiles (50th-95th), mean, median, mode, maximum, and minimum values. Derived benchmarks are required for low-frequency codes.
  • Support & Updates: Ongoing customer support for data interpretation, including explanations for changes, calculation methodologies, and geographical variations. Data updates are required twice yearly on a rolling monthly basis, incorporating new codes.
  • Attachment A: Bidders must review the "Service Code List - Attachment A.xlsx" which contains the specific service codes relevant to this opportunity.
