Scope of Work
The selected contractor will provide comprehensive mobile telephone and data services, ensuring high-quality, uninterrupted network connections. Key services include:
- Smartphone Communication Plans (prepaid and postpaid).
- Mobile Device Data-Only Plans and SIM cards.
- Intra-account and external calls within Angola, international calls, and roaming (disabled by default, requiring authorization).
- SMS Messaging, Voice Mail, Caller Identification, and Wireless Application Protocol (WAP).
- Rental of cellular phones and temporary additional services.
- Detailed billing in CSV format, including call details, duration, cost, and data usage.
- Monthly invoicing and reporting via an online dashboard.
- Addressing network issues immediately and displaying network coverage in major Angolan cities.
- Compliance with Cybersecurity Supply Chain Risk Management (C-SCRM) Questionnaire and/or State Department Secure Software Development Attestation Form.
Contract Details
- Contract Type: Indefinite Delivery Indefinite Quantity (IDIQ), Firm Fixed-Price.
- Period of Performance: One year from the date of contract award.
- Contract Minimum: 200 electronic/physical SIMs with active services.
- Contract Maximum: 1,000 electronic/physical SIMs with active services per year, and 6,000 over the life of the contract.
- Set-Aside: UNRESTRICTED.
Submission & Evaluation

- Submission Method: Electronic submission to LuandaGSOProcurement@state.gov. Files must be in MS-Word, MS Excel, or Adobe Acrobat (pdf) format, not exceeding 30MB per file.
- Evaluation Criteria: Award will be based on a comparative evaluation of technical capabilities, past performance, and price. The government may award based on initial offers without discussions.
- Eligibility: Offerors must be registered in SAM (System for Award Management) prior to proposal submission. A Project Manager conversant in English and Portuguese is required.
Additional Notes
This opportunity is subject to FAR provision 52.229-12 - Tax on Certain Foreign Procurements (FEB 2021). Standard Form 1449 (Sections 1 and 5) and Section 3 information are mandatory submission items. Value Added Tax (VAT) will be priced as a separate line item at 14%.
