This solicitation (19RC1126R0002) is for health insurance services for locally employed staff of the U.S. Mission Iraq. The Embassy is seeking proposals for off-the-shelf health insurance plans that meet minimum benefit levels.

• Provision of health insurance services to employees of the U.S. Embassy in Iraq (Baghdad and Erbil) and their eligible dependents.

• Coverage includes, but is not limited to, hospitalization, emergency services, ambulance, outpatient services, obstetric and newborn care, pediatric services, prescription drugs, preventive and wellness services, hearing aids, optical care, and dental care.

• Specific minimum coverage levels are detailed for each benefit category (e.g., 100% for hospitalization, 80% for ambulance).

• Offerors must provide a brochure in English, Arabic, and Kurdish detailing the benefits.

• Contractor must maintain medical insurance files and establish procedures for handling claims.

• This is a FAR Part 12 and FAR Part 15 acquisition.

• The contract type is firm-fixed-price with economic price adjustment.

• The period of performance is one year, with four one-year options to renew.

• An option to extend services for 6 months is also included.

• The Government will evaluate offers by adding the total price for all options to the total price for the basic requirement.

• Proposals are due by February 08, 2026, at 16:00 (Amman local time).

• Proposals must be submitted electronically to RSU-Amman-Contracts@state.gov in MS-Word, MS-Excel, or Adobe Acrobat (PDF) format, not exceeding 30MB per file.

• Questions regarding the solicitation are due by January 21, 2026, at 16:00 Amman local time.

• Award will be made to the lowest priced, technically acceptable, responsible offeror.

• Evaluation will consider technical acceptability, price, and responsibility determination.

• Offerors must be registered in the System for Award Management (SAM) at the time of proposal submission.

• Offerors must demonstrate they are licensed/certified/accredited by the government of IRAQ or another government to provide health insurance.

• The U.S. Government will not reimburse for Value Added Tax (VAT).

• Offerors must complete and submit SF-33, Section B (Pricing Schedule and Retention Amounts), Section K (Representations and Certifications), IRS Form W-14, and proof of SAM registration.

Questions & Answers / Clarifications

This document provides responses to vendor questions regarding the Health Insurance services solicitation (19RC1126R0002).

• Subcontracting: Offers are acceptable if the prime contractor is not authorized in Iraq but will subcontract with an authorized Iraqi insurance company. Refer to solicitation clause 652.242-73.

Amendment / Modification

• Section B.1 (Health Insurance Services) has been updated.
