This is a combined synopsis/solicitation for commercial items to address rodent infestation at the Coyote Ranger District Office Administrative Site on the Santa Fe National Forest in Coyote, New Mexico. The acquisition is a Total Small Business Set-Aside.

• Rodent Extermination: Install traps (initial set and rotation with live traps), monitor, and service housing units. Install NM Department of Agriculture compliant exterior and interior bait stations.

• Exclusion Service: Seal and prevent future rodent travel using stainless steel fabric and adhesive/screws/staples. Specific areas include under sinks, cabinet interiors, exterior stucco penetrations, roof penetrations, and crawlspace vents for both Housing Unit #28 (Crew Quarters) and Housing Unit #46 (Ranger House).

• Rodent Infestation Decontamination: Thorough cleaning of all rooms using UV lights, HEPA vacuums, scrubbers, and high-pressure steam injectors. Use enzymatic cleaner and viricide disinfectant on all items and surfaces. Decontaminate interior vent fans.

• Bait Stations: Install self-contained, next-generation bait stations with locks and ramps.

• Garage Door Cap Installation: Install an 18ft garage door cap for the Ranger House to seal the interior space.

• Reporting: Provide a report detailing traps used, bait types, rodents removed, photos of fixed holes, decontamination procedures, and other relevant information. This report is incidental to Tasks 1-5.

• Contract Type: Anticipated Firm Fixed Price.

• Award: One award is anticipated.

• Submission: Contractors must submit pricing for all items to be considered responsive.

• Evaluation: Quotes will be evaluated based on FAR 12.203 criteria, with award made to the offeror representing the best value to the Government. The technical approach will assess the offeror's ability to provide a sound and compliant approach. Key information required includes the ability to meet schedule requirements and a detailed explanation of any requirement that cannot be accomplished.

• This acquisition is set-aside for small business concerns.

• The applicable North American Industry Classification Standard (NAICS) Code is 561710.

• The small business size standard is 17.5.

• This announcement constitutes the only solicitation; separate written solicitations will not be issued.

• The document incorporates numerous FAR and AGAR clauses and provisions by reference, which bidders should review carefully. Statement of Work (SOW) / Performance Work Statement (PWS)

To perform rodent extermination, exclusion, and decontamination services for two housing units at the Coyote Ranger District Office Administrative Site on the Santa Fe National Forest in Coyote, New Mexico.

• Rodent Extermination: Install traps and exterior/interior bait stations to reduce rodent population. This includes an initial set of traps, rotation, and monitoring.

• Exclusion Service: Seal and prevent future rodent entry using stainless steel contractor fabric, patching damaged stucco, and installing hardware cloth caps on roof penetrations and screening crawlspace vents. Specific exclusion areas are detailed for both the Crew Quarters (Housing Unit #28) and the Ranger House (Housing Unit #46).

• Rodent Infestation Decontamination: Thorough cleaning of housing units using UV lights, HEPA vacuums, scrubbers, and high-pressure steam injectors. All items will be cleaned with enzymatic cleaner and viricide disinfectant. Three interior vent fans will be removed, decontaminated, and reinstalled.

• Bait Stations: Install self-contained next-generation bait stations with locks and ramps.

• Garage Door Cap Installation (Ranger House Only): Install an 18ft garage door cap to seal the interior space.

• The contractor must furnish all materials, supplies, equipment, transportation, and personnel.

• A report detailing services provided, including trap usage, bait types, rodents removed, photos of repairs, and decontamination procedures, is required.

• Location: Coyote Ranger District Office, 20 Private Drive 1707, Box 1 Coyote, NM 87012 (Housing Unit #28 and Housing Unit #46).

• Period of Performance: 30 calendar days after contract award. Work to be scheduled with the COR within 5 days of contract award.

• Compliance with NM Department of Agriculture compliant exterior and interior bait stations.

• Use of specific materials such as stainless steel contractor fabric and 1/4-inch stainless steel hardware cloth.

• Contractor must provide a detailed report of all services performed.
