Quick Summary

The General Services Administration (GSA), Public Buildings Service, is seeking proposals for a 20-year lease of approximately 2,770 to 2,909 ANSI/BOMA Occupant Area (ABOA) square feet of contiguous space in Lander, WY. This Request for Lease Proposals (RLP) aims to secure a fully serviced facility for a U.S. Geological Survey (USGS) field office, with an anticipated occupancy date around February 1, 2027. Proposals are due May 20, 2025, at 4:00 PM local Mountain time.

Scope of Requirements

The required space must accommodate 7 USGS federal employees and include office space, a sample preparation room, and a 1,500 USF light industrial warehouse area. Key building requirements include sound construction, modern facade, and compliance with accessibility, fire protection, life safety, and seismic standards. The facility must provide 12 secured and lit parking spaces (8 standard, 4 oversized). Energy efficiency is critical, generally requiring an ENERGY STAR® label. Security requirements, based on Facility Security Level I, must be priced as part of the building shell.

Contract Details

This is a fully serviced lease with a 20-year term, including a 10-year firm term and a Government option for one 5-year renewal. The Government retains termination rights after the firm term. A Tenant Improvement Allowance (TIA) of $56.20 per ABOA SF is provided, with an anticipated potential overage of approximately $54.39 per ABOA SF. Rent will be based on a proposed rental rate per Rentable Square Foot (RSF). Cushman & Wakefield U.S. Inc. is the authorized broker, with commission credit applied against rental payments.

Submission & Evaluation

Offers must be submitted electronically through the Requirement Specific Acquisition Platform (RSAP) at leasing.gsa.gov by the deadline. Evaluation will be based on the lowest priced technically acceptable offer, utilizing a present value price evaluation. Offerors must be registered in the System for Award Management (SAM) at the time of award. Mandatory forms include GSA Form 1217 (Lessor's Annual Cost Statement), GSA Form 1364 (Proposal to Lease Space), FPLS Prelease Evaluation Form 12000, Seismic Forms A-F, and the Section 889 Representation.

Set-Aside & Eligibility

The NAICS Code is 531120 (Exception). While no specific set-aside is designated, HUBZone small business concerns may elect to waive the price evaluation preference.
