Scope of Work
The GSA requires contiguous space divided into four blocks:

- MSHA: 4,544 ABOA SF office space.
- 4th Agency: 1,696 ABOA SF office space. The building must be of modern, quality construction, or modernized if not new, and comply with seismic and energy efficiency standards (ENERGY STARĀ® label). The lease requires 37 surface/outside government parking spaces. Unique requirements include potential roof antenna space and specific site restrictions (e.g., avoiding hazardous material facilities, foreign power proximity).
Contract Details
This is a fully serviced, turnkey lease with a 10-year term, including a 5-year firm term and two 5-year renewal options. The Government retains termination rights after the firm term with 90 days' notice. Rent will be based on a proposed rental rate per Rentable Square Foot (RSF), incorporating Tenant Improvement (TI) and Building Specific Amortized Capital (BSAC) allowances. Cushman & Wakefield U.S., Inc. is the authorized broker, and a "Commission Credit" will be applied as a deduction from rent for price evaluation.

Proposals are due by August 29, 2025, at 4:00 PM Local Central Time. Submissions can be made via email to BRUCE.KEYES@GSA.GOV and JEREMY.WALKER@GSA.GOV, or by mail/express delivery. Offers will be evaluated based on a combination of price and technical factors, with the award going to the lowest-priced, technically acceptable offer through a Present Value Price Evaluation. Negotiations may be conducted.
Eligibility & Set-Aside
The NAICS Code is 531120 (Exception). Small business size standard information is available via SBA.gov. HUBZone Small Business Concerns may elect to waive price evaluation preference. Offerors must be registered in the System for Award Management (SAM) at the time of award and comply with security prohibitions and exclusions.
