Opportunity Details

The Government seeks a minimum of 5,198 rentable square feet (RSF) and a maximum of 5,844 RSF (approximately 5,844 Gross Square Feet / 5,198 Net Square Feet). The lease term will be less than five (5) years, with Government termination rights. The space must be located within a specific delineated area in San Francisco:

  • North: Bay St
  • East: The Embarcadero / Waterfront
  • South: Market St
  • West: Hwy 101 to Van Ness Ave

Key requirements include undesignated on-site parking for up to eleven (11) government vehicles, available 24 hours a day, 7 days a week, or within a four-block radius. The offered space must meet extensive Government requirements, including accessibility, fire protection, life safety, and seismic safety standards (ASCE/SEI 31 or 41). Properties in a 100-year floodplain are generally excluded, and a Phase I Environmental Site Assessment (ESA) is required.

Contract & Lessor Responsibilities

This is a fully serviced, turnkey lease, meaning rent covers all Lessor costs, including operating expenses, real estate taxes, and insurance. The Lessor is responsible for designing and building alterations based on provided specifications, with Government approval required for architectural floor plans. Lessor obligations also encompass providing and maintaining tenantable premises, all services, utilities (including HVAC maintaining 70-76°F), and comprehensive janitorial services as detailed in Exhibit I. The building shell must meet specific requirements outlined in Exhibit H, including electrical capacity (7 watts per office SF) and telecommunication infrastructure.

Submission & Evaluation

Proposals are due March 30, 2026, by 6:00 PM Pacific Time. Submissions must be made electronically via email to Madison Devine (madison.devine@usace.army.mil). Interested respondents, including building owners and representatives with exclusive rights, must provide an Agency Agreement/Authorization, Proof of Ownership, a Completed Seismic Form (using forms A-D from Exhibit J), and an up-to-date Floorplan and Site Plan. Offerors must also complete Form 1364 (Proposal to Lease Space) and the Construction Specifications Bid Proposal Worksheet (Exhibit G).

Award will be made to the responsible Offeror whose proposal represents the best value, considering both Price and Technical Factors. Technical factors include Location, Neighborhood, Ease of Access, Parking Availability, Building Appearance, Adjacent Businesses, Signage Potential, Floor Plan/Layout, and High-Speed Internet. Offerors must be registered in SAM.gov at the time of award and maintain registration throughout the lease term.
