Quick Summary
The U.S. House of Representatives is conducting market research through a Request for Information (RFI) to identify qualified industry sources for high-level, secure, and protocol-driven dining and hospitality operations for the House Members’ Dining Room (MDR) and potentially the Capitol Market. The purpose is to gather industry insight, best practices, and innovative operational concepts. Capability statements are due by March 23, 2026, at 2 PM EST.
Purpose & Scope
This RFI aims to inform future planning for the MDR and Capitol Market, focusing on enhancing operations by balancing tradition, quality, operational agility, and fiscal responsibility within a historic and highly secure environment. The House seeks recommendations on:
- Operating and managing high-level dining and hospitality services in historic or protected facilities.
- Innovative service delivery, efficiency, and Member experience without extensive structural modifications.
- Industry standards for staffing, service levels, culinary operations, and hospitality management.
- Lessons learned from similar high-profile dining operations.
- Potential operational models (on-site, remote, hybrid) and infrastructural enhancements.
- Renovation and refurbishment concepts respecting historic designations and constraints.
Context & Background
The MDR and Capitol Market will undergo extensive kitchen renovations from August 2025 to summer 2027, with services resuming in fall 2027. Detailed floor plans and an equipment schedule are provided (Attachment 1). Historical sales data from 2016-2025 for both the MDR (excluding catering) and Capitol Market is available (Attachment 3). Responses to vendor questions (Attachment 2) clarify operational details, historical practices, and areas for vendor input, including capacity, payment models, procurement, and aesthetic enhancements. The U.S. House of Representatives is not subject to Federal Acquisitions Regulations (FAR).
