Scope of Work
The contractor will provide personnel, transportation, and equipment for comprehensive mail delivery services. This includes:

- Handling airline cargo containers and boat mail pallets.

Contract Details
- Contract Type: Hybrid Firm Fixed-Price (FFP) and Requirements-type with FFP Task Orders.
- Period of Performance: One base year (August 1, 2026 – June 30, 2027) with a phase-in period (July 1, 2026 – July 31, 2026), plus up to four (4) one-year option periods, extending performance potentially through 2031. The Base Year ELIN quantity has been adjusted to reflect an 11-month operational period.
- Place of Performance: Throughout Korea.
- Set-Aside: Unrestricted.
- Contractor Qualifications: Minimum two years of experience in cargo/airline cargo delivery within the last seven years, possessing specific ROK government business permission certificates.
- Personnel Requirements: Contract Manager requires two years of freight transport experience with sensitive cargo and English proficiency (TOEIC 450+/Speaking 100+). Drivers need two years of experience and required ROK government licenses. US Citizen Mail Guards do not require special experience or licenses.
- Vehicle Requirements: Trucks must be suitable for US mail, with closed, lockable cargo compartments, meet safety standards, and not exceed 10 years of age.
