Scope of Work

The primary mission of the local guard service is to provide protection for United States personnel, facilities, and equipment from violent attack and theft. Services include preventing unauthorized access, protecting life, maintaining order, deterring criminal and terrorist attacks, and preventing damage to U.S. assets.

Key Capabilities Required

Vendors must clearly demonstrate capabilities through examples of previous or current guard security contracts, specifically addressing:

  • Compliance with host country laws (licenses, labor, taxes).
  • Ability to provide required insurance coverage.
  • Furnishing, operating, and maintaining a radio network.
  • Familiarity with security equipment (e.g., GEMS, CAMS, CCTV, x-ray).
  • Furnishing guard force equipment (uniforms, vehicles).
  • Ability to overcome language barriers and provide English language training.
  • Maintaining 24/7 guard staff with immediate backfill capability.
  • Managing organized labor actions (strikes, unrest).
  • Experience with customs, import/export regulations, and AECA/ITAR compliance.
  • Ability to manage smooth contract transitions within 90 days.
  • Safely keeping and tracking Government-Furnished Property.
  • Personnel screening and suitability, strong situational decision-making.
  • Organized billing and invoicing procedures, including myLGP.
