Compliance with CHIPS and Science Act of 2022 regarding "foreign entities of concern" and "Malign Foreign Talent Recruitment Programs" is mandatory.

Contract & Timeline

  • Instrument: Other Transaction (OT) contracts. This is not a FAR-based procurement or financial assistance.
  • Phased Approach: The initiative includes a preparation phase (Phase 0, 9-12 months), followed by Phase 1 (24-36 months), with potential for Phase 2.
  • Funding: Phase 0 awards are up to $1,500,000, and Phase 1 awards can reach up to $50,000,000 per year. Payments will be milestone-based.

Submission & Evaluation
