Scope of Work
The SAA requires an Industrial Web-fed Press System, with detailed specifications covering print quality, speed, substrate compatibility, software, security compliance, network protocols, electrical and environmental requirements, space considerations, installation, testing, training, documentation, maintenance, and warranty. Optional Web-fed Finishing Line Equipment (e.g., sheeter, unwinder, perforating, folding, cutting, waste evacuation) is also desired.
Contract Details
This is a competitive source selection for a Firm-Fixed-Price contract, awarded on a best-value (trade-off) basis. The contract includes a Base Year (October 1, 2026 - September 30, 2027) and five optional Maintenance Years (October 1, 2027 - September 30, 2032). Quotes can be submitted as Open Market or under existing NASA SEWP, GSA Schedule, or other GWAC contracts. The award will be subject to the SAA's PURCHASE ORDER CLAUSES and an ADDENDUM TO COMMERCIAL AGREEMENTS, which modifies standard commercial terms to align with Federal law and Senate regulations. The SAA is tax-exempt, and payment is contingent on fund availability.
Submission Requirements
Offerors must submit quotes via email to Acquisitions@saa.senate.gov with the subject line "ATTN: Charles Blalock RFQ 2026-R-050". Required documents include a signed PRICING TABLE (Excel Worksheet) with mandatory vendor information (Company Name, Tax ID, DUNS/UEI) and firm-fixed-prices on an F.O.B. Destination basis. Applicable End User License Agreements (EULA) and Contract Terms and Conditions must be provided in full text, searchable PDF format. If EULAs are provided, the ADDENDUM TO COMMERCIAL AGREEMENTS (PDF) must be signed and returned. Resellers must provide an OEM authorization statement. For telecommunications equipment, an OEM STATEMENT OF COMPLIANCE certifying adherence to Section 208 of the Legislative Branch Appropriations Act, 2020, is required. Offerors must have an active SAM registration.
Evaluation Criteria
Award will be based on technical specifications, past performance of similar products/services, and proposed price. The technical approach is considered more important than past performance, and technical approach and price are approximately equal in importance for the best-value trade-off analysis. The SAA reserves the right to reject non-compliant quotations.
