1. The purpose of this announcement is to notify potential offerors that the U.S. Space Force (USSF) Space Systems Command (SSC) Program Executive Office (PEO) for Space Combat Power (SCP) is intending to release a Request for Prototype Proposal (RPP) FA8819-25-9-1002 for Space Based Interceptors (SBI) LOE 2M on approximately 7 December 2025. SSC/SCP will be looking for kinetic midcourse interceptor solutions only. SSC/SCP anticipates award(s) in February 2026. This action is expected to result in multiple fixed price Other Transaction Agreements in accordance with 10 USC 4022. In addition, the Government anticipates the awards may also incorporate Prize Competitions in accordance with 10 USC 4025. This courtesy Notice of Contract Action shall not be construed as an obligation on the part of the Government and does not commit the Government to making any awards. This is NOT a request for statements of capability, proposals, applications, proposal abstracts, or quotations.
Eligible companies should submit the information requested below immediately in order to receive the RPP documentation upon release. The Government’s eligibility verification process will generally take 1-2 business days. Following receipt of all required information, verification of an approved DD Form 2345, and access approval, the Government will provide further instructions directly with the RPP release, or when access approval is granted, whichever occurs later.
2. ACCESS TO SOLICITATION DOCUMENTS
After RPP issuance, the RPP Bidders Library will be made available upon request to eligible companies that are currently authorized to access unclassified export controlled technical data/critical technology on an equally favorable basis in accordance with DODI 5320.25. Companies must provide an approved DD Form 2345, Militarily Critical Technical Data Agreement, to demonstrate eligibility to receive the Bidders Library. Obtaining an approved DD Form 2345 is accomplished via the Defense Logistics Agency Joint Certification Program at https://www.dla.mil/Logistics-Operations/Services/JCP/.
Eligible companies that are interested in competing for this effort may request to be added to the RPP Bidders Library by e-mailing all of the following information to SSC.SZ.SBI@spaceforce.mil. This information will be used to create an interested parties list that will be used for distribution of the final RPP Bidders Library in conjunction with its respective solicitation notice. Potential subcontractors must identify the prime contractor they are working with. Eligible companies, including parent corporations and their subsidiaries, will be limited to one Bidders Library dropoff overall.

3. USE OF NON-GOVERNMENT ADVISORS
Interested parties are advised that the Government intends to use non-Government personnel for the review and analysis of any feedback submitted and the proposals. The Government intends to use Federally Funded Research and Development Contractors (FFRDC), Systems Engineering and Integration (SE&I), Systems Engineering and Technical Assistance (SETA), or SSC Acquisition and Financial Support (SAFS) contractors who support SSC to provide technical and acquisition advisory support for review and analysis of the feedback and proposals.
