Justification
The FBI's automated DNA processing systems are fully validated to operate exclusively with USA Scientific TempPlate PCR plates due to their specific plate geometry, rigidity, and thermal characteristics. Using alternative plates would necessitate complete revalidation, leading to significant operational downtime and delays in uploading DNA profiles to the National DNA Index System (NDIS), adversely impacting national investigative operations. Market research indicates USA Scientific is the only known source meeting these requirements.
